Abstract Title Luftfartstilsynet in the press and Internet: on the localization of regulatory agencies from Oslo Author Jererimson Okema-Opira Supervisor Monika Djerf-Pierre (JMG) Inger-Johanne Fjellanger (Luftfartstilsynet) Course Masters course in Media and Communication Semester Spring term 2005 Method Quantitative and qualitative analysis of articles from the press and Internet Material 855 articles published in 76 different newspapers, 72 websites and 16 magazines and publications, altogether 248,032 cm2 of media space. Main results The overall image of Luftfartstilsynet on the issue of relocating from Oslo is that, it has managed to portray itself as a specialized organization with highly qualified experts and expertise in the area of civil aviation. The report concludes that the media logic of the different types of media has had an important role in influencing the media image of Luftfartstilsynet on the issue on relocation. This can be distinguished by the selections of actors, priming on certain individuals, emphasizes upon certain issues, the framing of the issue, the definition of conflicts dimension, and the presentation of responsibility and accountability. The thesis recommends improvement in areas of issues management especially environmental scanning and issues analysis. Luftfartstilsynet should be clearer in its risk communication and it should be a part of its media strategy. Furthermore, the study recommends that within areas of risk communication the stake holders should be more in focus.
